In the latest filing, Sauer also claimed that work on the project is 65% complete and that allowing it to continue would provide a more equitable and sustainable outcome for all parties involved.

The National Trust for Historic Preservation, which filed the initial lawsuit against the administration last year, responded to the emergency application by urging the Supreme Court to uphold the decision of the lower court and deny the administration's request.

The trust's statement accused the administration of "refusing to listen" to previous rulings and "actively attempting to outrun the courts" by accelerating construction of the ballroom.

However, Trump's lawyers argue that the project includes crucial military facilities, such as bomb shelters and medical treatment centers, which cannot be put on hold, highlighting the complexity of the issue at hand.

The administration has consistently maintained that the project is fully funded by private corporate donations, implying that congressional approval is not required, which would further strengthen its argument to the Supreme Court.

The contentious White House ballroom project is part of Trump's broader effort to remake Washington's cityscape, which has also included the renovation of the Lincoln Memorial Reflecting Pool and plans for a "Arc de Trump" in the style of the Arc de Triomphe in Paris.

The high-profile projects have sparked intense debate, with critics accusing the administration of ignoring essential review and public-comment processes, and Trump defending himself by arguing that the projects are necessary to enhance the country's security and international standing.

On the other hand, the 28-year-old in the unrelated incident is seeking to appeal his conviction based on the grounds that a guilty plea in federal court should not be allowed to impact the course of his upcoming murder trial.
