Maryland Police Chief Convicted in $17,000 Auto Insurance Scam

A former police chief in Prince George's County, Maryland, has been convicted of conspiracy to commit mail and wire fraud in a case involving a $17,000 auto insurance scam.

According to the U.S. Attorney's Office, Davion Percy, 40, of Suitland, was found guilty by a federal jury of one count of conspiracy to commit mail and wire fraud connected to an insurance scam targeting Liberty Mutual Insurance.

Prosecutors said the scheme began in late 2019 when Conrad D'Haiti's 2007 Jaguar XKR, purchased earlier that year, developed significant mechanical issues. Authorities said Percy, Owen, and D'Haiti devised a plan to help D'Haiti avoid paying the remaining loan balance by fabricating the vehicle's theft and associated loss to create a total insurance loss.

On January 4, 2020, prosecutors said D'Haiti parked and left the Jaguar at the rear of the Marlow Heights Shopping Center at Percy's direction. Later that day, D'Haiti gave Percy $350 at National Harbor to help stage the theft.

D'Haiti and Owen later made a false theft report to a Prince George's County police officer who filed a fictitious police report. D'Haiti then used the false report to support his theft claim with Liberty Mutual. In February 2020, Liberty Mutual paid the Jaguar's lienholder, Navy Federal Credit Union, $17,585 on the claim.

Percy faces a maximum sentence of 20 years in federal prison. A federal district court judge will determine sentencing after considering the U.S. Sentencing Guidelines and other statutory factors.

The conviction is a result of an investigation by the FBI's Baltimore Field Office and the U.S. Postal Inspection Service.
