Protecting Our Kids Online: A Call to Action

As we navigate the ever-changing digital landscape of the 21st century, it has become increasingly clear that our kids and teens are facing unprecedented challenges online. The internet, social media, and artificial intelligence have opened up new avenues for them to connect with friends and family, learn about what's happening in the world, and participate in an ever-evolving online community. However, this rapid pace of technological progress has also created a toxic environment that threatens to undermine our children's online safety and well-being.

The statistics are alarming, and the consequences are far-reaching. According to recent studies, the majority of kids in the US between the ages of 10 and 17 have their own social media accounts, and 70% of these children say they're exposed to negative content online. Moreover, a staggering 60% of parents in the US report that their child has experienced online harassment or bullying. These numbers are a stark reminder that our kids are not equipped to deal with the cyberbullying, harassment, and exploitation that they encounter online.

We, as a society, have a moral obligation to protect our children from these threats. This is where the Kids Internet and Digital Safety (KIDS) Act comes in – bipartisan legislation aimed at safeguarding our kids online and reining in Big Tech's stranglehold on their attention. The bill mandates safeguards, parental tools, and policies across video games, social media platforms, and chatbots, requiring them to limit addictive design features, restrict sharing minors' geolocation data, turn off personalized recommendation systems that drive user engagement, and more.

The KIDS Act also shifts the business incentives driving Big Tech's desire to keep kids on their platforms by protecting minors' data and expanding critical privacy protections from the current age of 12 to teens up to the age of 17. The bill bans targeted advertising to kids and teens, ensuring that websites can only collect and retain limited kids' data necessary to provide a product or service. It also requires data brokers that sell minors' data to register with the Federal Trade Commission (FTC) and pay an annual fee, bringing transparency to a secretive process and a crucial first step towards ending the practice of data brokers selling kids' data.

I would like to acknowledge the tireless work of Representative Castor, a senior Committee member, who has been a steadfast champion of the strongest possible protection for kids online. Her dedication and expertise have been invaluable in shaping the KIDS Act into the comprehensive, bipartisan bill that it is today. I would also like to express my gratitude to all the parents who have shared their stories and fought for Congress to come together and take action to save other parents from ever experiencing what they went through.

The Energy and Commerce Committee has been working on legislative solutions to protect our kids and teens online for many months, and this comprehensive bill is the result of those ongoing negotiations. I am proud to lead this legislation alongside Chairman Guthrie, and I believe that the KIDS Act is an example of the Energy and Commerce Committee at its best. This bill is not the final answer, but it is a crucial step towards creating a safer online environment for our kids and teens.

Some critics may argue that the KIDS Act doesn't go far enough, but I believe that it represents a genuine attempt to address a complex issue. We can always build upon existing legislation, but what's most important is that we take immediate action to protect our children. I urge my colleagues to vote yes on the KIDS Act and join me in making the internet a safer place for our kids and teens.
